Thats a GREAT question, around January 5th Google will most likely send invites to those that participated in Android Developer Challenges or Android developers in general registered within the Android Market. 
 
T-Mobile shortly after should have a public crack at it with a heavily subsidized phone for as low as $99 after rebates/discounts. 
 
PS - I look forward to a great conference that you run at Affiliate Summit, thank you for the invite to speak!
